FULL CO-OPERATION NEEDED

(United Press Association—Copyright) MONTREAL, September 13.

"Full co-operation with the United States in preserving world, peace' was the vital feature of the foreign policy of the British Commonwealth," said Viscount Cecil, at the Commonwealth Relations Conference at Toronto today. After the debate the conference agreed to accept Lord Cecil's summing up of its joint attitude on foreign policy, as follows: World peace is of vital interest and should be the main objective of the Commonwealth. To attain this objective, said Lord Cecil, there must be co-operation from the British Dominions in helping to remove the causes of international friction.

The Commonwealth has accepted the plank that it must support wholeheartedly a collective system for the preservation of peace, as expressed by the League of Nations, the Permanent Court of International Justice, and the Kellogg-Briand Pact,
