Supporting the 230,000,000 dollar naval programme: sponsored by AH' Vinson (chairman of the House Naval Committee), Mr Rainey (Speaker of the House of Representatives) said tlie next war would be fought with poison gas, submarines, and bombs from the air. “We might as well fight the next war with modern equipment,” lie said. “When is the next war coming?” he was asked. “I hope it won’t come,” he replied.
