PERMANENT EXTENSION. (Special to the “Guardian ”) WELLINGTON, Oct. 29. Proposals for a permanent extension of the life of Parliament to four years will appear in the House next week. The queston of the licensing poll is involved with the date of the general elections, and the legislation will provide, Mr Forbes said to-night, the necessary machinery for extending the poll on the licensing iseue to four years. The Bill will contain very few clauses, as the principal Electoral Act readily lends itself to amendment. The Governmept does not anticipate any serious obstruction to the Bill, but it is well known in the lobbies that the Opposition will fight the measure at every stage.
