FAVOURABLE FRENCH COMMENT ! , NUCLEUS FOR FUTURE TREATIES (United Press Association —Copyright). PARIS, March 11. Comment on the'naval agreement is restrained, hut favourable. The “Echo de Paris” says: i The agreement is not a treaty proper, but the nucleus for future treaties. There will have to he a remodelling ot the situation under the Washington and London agreements to/put them in harmony with the Franco-Italian pact. Tlie “Petit Journal” welcomes the suspension of naval competition and adds: The agreement is the best possible forerunner for the Disarmament Conference. The “Petit Parisian” .says: France retains the tonnage strictly necessary for her own protection. * QUESTION OF CAPITAL SHIPS. . . v * *'**• ■* * .'•• • RONDONy March 11. The “Daily Telegraph” commenting on the Fj-anco-Italian naval agreement says: France’s definite intention to resume construction of capital ships is bound to raise the question of capital ships in a new and acute form at the next naval conference. The agreement has accomplished little in regard to submarines in the Mediterranean, the total of which reaches a monstrous figure.
