It is understood that Mr Ramsay MacDonald will shortly make changes in the Cabinet. , + The “Sunday Express” believes that Mr J. H. Thomas (Lord Privy Seal and Minister in charge of unemployment) will become Secretary for the Dominions and will preside at the Imperial Conference. The newspapei also believes tfiat a strong committee, with Mr MacD'onald as president, will be appointed to deal with unemployment.
