A FASCIST MOVE.
CONSTITUTIONAL CHANGE. (United Press Association—Copyright.) POME, March 7. A further great constitutional change is foreshadowed in a Rill introduced into the Italian Chamber of Deputies, the effect of which is to make the Fascist Grand* Council the .co-eoual of King and Parliament. \ The Bill provides in the preamble that all laws eontain words following the King's name signifying the consent of the Council.
