The State Parliamentary Labour Party approved "the Cabinet's proposals for unemployment insurance. It is ' now proposed, pending the operation ot such legislation, to raise £300,000 by special income and property tax for relief of unemployed at the rate ot halfpenny in the pound on incomes derived from personal exertion and one penny in the pound on those from property.
