OPENING OF PARLIAMENT. (United Press Association —Copyright.) (Received This Dav, 11.15 a.m.) CAPE TOWN. January 17. The Governor-General opened Parliament with the customary pomp. The Speech from the Throne announced the joint sitting' of both Houses at an early stage to deal with native representation in Parliament.
