LOCAL BY-LAW DISALLOWED. (Special to the " Guardian.") WELLINGTON; January 16. A significant 'indication, of the powers of the Hon. W. A. Veitch (Minister of Transport) generally to control traffic matters on national*lines is a "Gazette" announcement that under the powers of the Motor Vehicles Act the Minister disallows a by-law. pf the Helensville Town Board, purporting to fix a local speed limit .of 20 miles an hour on portion of the main highway in the board's district.
