ELECTION BY CONGRESS. ECONOMIC DEVELOPMENT. MOSCOW, May 29. The Congress of Soviets .concluded its sittings by electing a new Central Executive Committee, consisting of 586 members, of whom 132 are women. Those elected include the chairman of the Central Executive Committee, Kalinin, the president of the Council of Commissars, Rykoff, the president of the Communist Party, Stalin, the Foreign Commissar, Tchitcherin, Foreign Trade Commissar, Lityinoff, also Bukharin and Tomsky, party leaders. Maxim Gorky, the noted writer, who did not attend, was also elected by the delegates. ' A special decision was made by the Congress, approving of a five years' plan for the economic development of Russia, including new measures to stimulate agriculture.
