(Received This Day, 9.35 a.m.) LONDON, March 25. • The Chancellor of the Exchequer (Mr Winston Chutchill), speaking at Wanstead, said that for the first time in three years he had balanced the Budget. There were vstill eight days to go, and*he believed ho would actually have a surplus.
