A SECURITY PACT.
ATTITUDE OF BRITAIN. MEMORANDUM TO BE ISSUED. (Per Press Association —Copyright.) LONDON, January 17. Xt is understood that the Cabinet s memorandum on security is being nublished to-day, though whether m London. or Genieva is not known, says the diplomatic correspondent of the “Daily. Telegraph,” who adds that it does not embody any sensational developments, but urges that the sole aim of the League’s special committee should be to achieve something practical and not waste time seeking to impose obhgatioois to which some members of the League would never consent. Britain is not prepared to sign the optional clause in the new Hague Court Statutes, nor is she willing to subscribe to new sanctions. Cabinet, instead, advocates the extension of Locarno principles in regions where other Powers might do for the maintenance of local peace what Britain has done for peace in the Rhineland.
