ANTICIPATING A DEFICIT. (Per Press Association— Copyright.) n« BERLIN, April 30. Germanv's net Budgetary surpluslast year "was 334 million marks. The Finance Minister, in his Budget speech in the Reichstag, estimated next year's expenditure at 4900 million marks, and the revenue at 4652" million marks. He proposed to increase the beer and tobacco excise to meet the deficit.
