M. Francois-Mar sal. Finance Minister in M. Poincare's Government, and a friend of President Millerand, ,has consented to form a Cabinet. He introduces his new team on Tuesday, when he will read a Presidential message .stating M. Millerand's case. . Then the new Premier will submit to a vote of confidence. If this be rejected, as is considered probable, M. Millerand will resign. The President will therefore be vindicated in his standpoint of leaving his post only on the clear vote of Parha-; ment, not at the behest of one section: thereof.
