The Paris correspondent of the “Daily Express” says: Despatches from Vienna state that ;Omer Pashi Vrioni, Prime Minister of Albania, sent a deputation to the rebels to propose an armistice. Reports from Montenegro state that the rebels have cleared 'the Government forces out of the whole of Northern Albania, and have established a Revolutionary Government at Scutarij under their leader, Redueb Bey.
