IMMIGRATION QUESTION. ' : - / *• (Per Press Association—Copyright.) NEW YORK, March 10. Mr Hanihara (Japanese Consul-Gen-eral), addressing the annual dinner of the Japan Society, declared that the only important question pending between Japan and the United States was that of immigration, the solution _of which was a matter of the application of elementary principles of international intercourse.
In other words, the question was whether Japan as a nation was entitled to that respect and consideration ac-iy.*i corded to other Powers in their deal-'-' V ings with each other. The United' States had a perfect right to restrict immigration, but in a manner, not. to discriminate against Japan!..
