The Sultan, when charging Sarwat Pasha to form a Ministry, said: “Great Britain’s termination of tlfe Protectorate has realised our dearest wishes, and is the result of the national effort which we have always encouraged and supported.” Sarwat Pasha pointed out that it was impossible to form a Ministry so long as Britain maintained her former police, but the new proclamation had profoundly changed the situation.

DRAFTING THE CONSTITUTION. ATTITUDE OF EXREMISTS. "CAIRO, March 2. Sarwat Pasha’s formation of a Ministry, following upon Lord Allenby’s return from London, and the announcement of the 'British policy, resulted in a demonstration in the extremist district of Cairo, in which native troops arrested 21 persons. Sarwat Pasha has appealed for the co-operation of the best elements, in order to establish a united, independent Egypt.
