The Foreign Office has appointed a commission to draft a general disarma- . ment scheme, though it is not likely to be carried out immediately in the face of Trotsky’s declaration that no peace is possible until all countries become workmen and peasant republics. Trotsky adds that it. is absolutely necessary during the Genoa Conference that the' Russian Republic should be armed so that its diplomacy can be backed up by military power in the event of the Conference ending in war. There is to be no laying down of arms until republics are established in 1 inland, Poland and Roumania.
GENERAL WRANGEL AGAIN. ENDEAVOUR TO REFORM ARMY. LONDON, March 3. The “Daily News” states that Gen- . eral Wrangel has arrived from Constantinople and a movement is afoot to form an army from the Russian refugees in Serbia. The organisers are ■ confident they can obtain an international loan.
