A LOTTERY LOAN PROPOSAL. PARiS, October 29. M. Lefevre, a former Minister of War, m view of the serious financial situation proposes an enormous lottery loan without interest. He suggests the iseue of 120,000,000 bonds of 500 francs each without; interest, but redeemable m twenty years at a minimum price of a thousand francs each. The total cost of the scheme will be ten thousand million francs, thus furjnishing the State with" fifty milhaa-ds of ready money. The cost will be at ithe rate of about 3 per cent, or the same as an ordinary unredeemable i loan. M. Lefevr© also proposes daily ! drawings during the first two years, a I prize of 1,250,000 francs being drawn daily and other big prizes weekly.
