' Mr Hoover commended the Supreme •Council's decision to lift the Russian blockade. He said it would result in the greatest blow to the Bolshevik morale, since the Bolshevik unanimity had been brought about by the blockade. He added that it was improbable that Russia would have, any wheat, flax or cotton for export.
