LOOKING TO AMERICA
(Received July 14, 3.15 v.m.) BERLIN, July 13. Count Bernstorff, writing in "DeWLokratische Deutchelanci," advocates the League's revision of the Treaty. Germany's foreign policy must be constantly directed to building-up the League, hoping the new world order will establish world economy extending beyond frontiers and binding the peoples together. The German policy would be directed to-the side of America, where the idea of a peaceful League is a living reality. America alone will provide the necessary imancial means to inviolate such political economy. The Germans must convince America that the old militaristic Germany is buried, and that the new Germany does not intend to play the role of Socialistic world revolution. \\ rtnout America's help, it is almost impossible to restore German, economy.
