Reference to the. early history of water-races in Canterbury was made by Mr Albert Freeman at yesterday's meeting of the South Waimakariri River Board whe-n urging the- claims of the Paparua County Council to the payment of full rates by the Board in connection with the races on it« reserves. Mr Freeman said that he knew that when the old Selwyn County Council proposed to construct waterraces' there was considerable opposition from farmers and landowners, and in some instances agreements were entered into between the County Council and the landowners which he .did not think would hold good. As the- result of the opposition in the then Selwyn County, nearly all the races were made on the roads, while in the Ashburton County the races were not seen except when they crossed roads. The explanation of this last-named feature was that the races in the Ashburton County were made after those in the Selwyn County, and the Ashburton County benefited by its experience-.
