Dorden asked tire German Premier, Scheidemann, for 'permission* to elect a, Rhenish 'Assembly, and permit the despatch of a representative to the Peace Conference.
, -Scheidemann's reply was the initiation of. proceedings against Dorden and •liis Government for high treasdri. _ Dorden telegraphed to the .British Oomandant at Cologne, asking that the Peace Conference, .should recognise the new republic, which- had been established by popular vote.
