According to American Congress- 1 men in Paris closely in touch with Mr Wilson, the latter threatens to withdraw irom the, Council and appeal to public opinions if certain obstructive elements do not disappear. It is understood that this refers to the sup_porters of the French claims. American correspondents, however, believe that considerable progress has been made. \\i. Clemence.au is greatly.reducing his euiirns. The idea of an independent German republic on the left bank of tiie Rhine has been dropped. M. Clemenceau, backed by Marshal Foch, is now urging that the League of Nations must occupy the Rhine districts until reparation to France has been assured in the form of the Saar Valley coaiiields.
