DISORGANISED
OFFENSIVE SPIRIT DISAPPEARED.

LONDON^ July 23,
A Petrograd correspondent states that the Government Executive Committee in the south-west reports that most of the units of the Russian Army there are completely disorganised. Mutinous soldiers threaten to shoot those opposing them, and there are long hues of deserters. A fatal crisis has occurred in the moral of the troops, whose offensive'spirit-has utterly disappeared.
