(Received March 11, 10.20 a.m.) LISBON, March 10. Portugal has called upon all naval reservists to rejoin immediately. MADRID, March 10. The "El Heraldo" states that the German Minister has notified tho Portuguese Government that Germany herself is in a state of war with Portugal. The Spanish Government has been entrusted to look after German interests in Portugal, and to guard Portuguese interests in Germany. ,
