IN VIENNA AND BERLIN.
A NEUTRAL'S IMPRESSIONS. LONDON, October 19. A trustworthy noutral describes Vienna as a very gay city, obsession of victory haying succeeded the agonios of depression. Tho Austrians are absolutely confident, and rely on Germany, though they dislike the Germans more than ever, complaining that Austco-Hungary does all the work, while Germany gets all the praise.
Berlin is openly exultant. Germany concentrated on the task ol' finishing the war. Conferences of bankers, manufacturers, and agriculturists aro preparing a post-bellum organisation, and whether the war ends in one,, two, or 10 years, Germany will instantly commence to recover her lost com-
merce. Berliners believe that England is terrified, and that London has been partly ruined by Zeppelins. The Government cleverly spread whispers I that British Ministers had made approaches with a view to peace. The only shortages in Germany arc in indiarubber, woollen garments, and Havana, cigars. Germany is obviously importing supplies through neutrals.
