certain dangers, but the Staff considers the risks less harmful than the losses of men and material resulting in a continued retreat. Since the Czar initiated the now strategy Russia haa lost only a third of the number of prisoners compared with a similar period in the preceding months, and has taken five times as many, and has also regained some lost territory in three theatres of war.
