THE GREEK JUSTFICATION.

LONDON. October 17. The correspondent or "The Times" at Athens states that the negative reply by Greece to the Serbian appeal for aid is based on the fact that her treaty is purely a Balkan one, while the Bulgarian attack upon Serbia is held to be an incident in the European war. Serbia, by implication, recognised the" limit of the scope of the alliance by breaking off relations with Bulgaria and requesting help from the Entente without any previous agreement with her ally, Greece. It is thus evident that Greece has no obligation to send military aid to "Serbia. In the interests of both countries Greece will continue to be neutral, since • by intervening she would sacrifice • herself without the least hope of saving Serbia, whom she yet assures she will give all the help compatible with the international situation.

" The Times " says that the interpretation of her obligations by Greece does not commend itself to the Allied Governments, who await a more satisfactory explanation of the Greek policy.
