EXPOSURE OF GERMAN METHODS. INTRIGUE IN AMERICA. (Received September 22, 2.30 p.m.) LONDON, September 21. The Official Press Bureau issues a remarkable collection of '30 documents found in Archibald's possession. Yon Papon's memorandum to the American Government denounces the newspaper campaign alleging a German plot as a deliberate effort to embroil Germany with the United States, by influencing public opinion and by alleging a German threat. It denies that Germany was seeking to purchase arms from factories -in the United States, and says that German purchases of arms from the United States should only bo for the purpose of preventing them reaching Germany's enemies, any such purchases not shipped to be re-sold to the United States at the end of the war. Yon Papon describes Archibald s documents as unbalanced and irresponsible. He denies that Germany socrotly attempted a Press campaign, and deplores the disclosure in Archibald's documents of German efforts, to nurehose liquid chlorine and phenol. He declares that the latter was intended for medical purposes.
