EXTRAVAGANT EXPECTATIONS CONDEMNED. AMSTERDAM, August 12. Captain Persius, the well-known German naval critic, writing in the "Berliner Tageblatt, condemns expectations of the efficiency of submarines for cutting off British supplies.. He also blames many of the newspapers for circulating extravagant statements which have not been ; fulfilled. He says the British know how to defend themselves, and have devised many protective measures, making it more and more difficult for submarines to approach hostile ships. -.-\. ■■['
