PETROGRAD THE OBJECTIVE.
A RUSSIAN VIEW. PETROGRAD, August 12. Civilians are evacuating Dvinsk (90 miles north-east of Vilna). Government institutions are preparing to leave. M. Menchikoff, in an article in the "Novoo Vremya" says the true objective of the German offensive is Petrograd. The distance does not offer insuperable difficulties. It is necessary to boldly recognise this fact.
