GOVERNOR OF WARSAW'S PROCLAMATION.
WARNING TO INHABITANTS. (Received August 11, 8.55. a.m.) AMSTERDAM, August JO. Prince Leopold of Bavaria, in a proclamation, promises to preserve pence and uphold public rights m Warsaw, but as the enemy has prepared attacks against th«r German troops, he is compelled, for safety, to hold the most prominent citizens as
hostages for the security of the troops. The proclamation .states that it rests with the inhabitants to protect r the hostages' lives. Everyone. having knowledge of designed attacks of any kind must promptly inform the military; and negligence in this respect or assistance in attacks, will bo punishable with death.
