THE COAL BILL.
•, LONDON, July 28. The Coal Bill, including the amendment bringing contracts since April 1 within the Bill, was passed.
'Sir. A. B. Markham and otters 'expressed their satisfaction. ■ An amendment to fix retail coal prices was negatived. Mr Runciman said that a Departmental Committee had considered the question of the poor being victimised, and found that it would practically be necessary to 'follow the hawker from door to door to ensure _ observance of regulations.- The principal merchants were prepared to open depots in the poorer districts, and he recommended the public to patronise merchants entering into au agreement with th? Government.
