IMPORT DUTIES.
LONDON July 25. The " Spectator " says that if necessary Britain will resort to indirect taxation, and suggests a national octroi instead of a tariff. It says that 5 per cent, port duties would be largely productive. Thero must not l>o a protectionist tariff.
