The Council met at 2.30 p.m. Election of Chairman of Committees

and Speaker.

The Hon. W. C. F. Carncross presented the report of the committee appointed to consider the proposed amendment to the Standing Ordors relating to the election of a Speaker and Chairman of Committees. .\ ' It was ordered to lie on the table. Sir Francis Bell moved that subject to the provisions of Standing Order No. 268, the Hon. W. C. F. Carncross continue to be Chairman.of Committees of the Council during the present session, until the Council • gives further direction for the election to office of Chairman of Committees.— Carried. Sir Francis Bell moved that pursuant to Standing Order No. 34, the Council appoint Wednesday, July 7, as the day whereon ">i eail of the Council shall be made, and the election of the Speaker of the Council be proceeded with.— Carried. Lotteries for Patriotic Purposes, The Hon. .A. ;T.; Maginnity, asked .whether the .Government will introduce legislation to,; extend discretionary powers"granted tho Minister by Section 42 of the Gaming Act, 1908, to enable patriotic> committees to dispose by art union "or lottery, of gifts which have been or may be donated to aid funds being raised for. patriotic purposes. In reply Sir Francis Bell said the Government did propose to deal with that matter, but he. thought it would be still necessary to secure that such lotteries were being undertaken purely and.exclusively for patriotic purposes. Miscellaneous. £< The Hon. G. Carson gave notice to move, ac the next (sitting, the customary address-in-reply to the Govei'nor's speech. j Leave of absence was granted the Hon. Messrs W. K.
