LONDON, May 31. Renter's Washington correspondent states that there is profound disappointment at Germany's reply, and the situation is considered grave.

! NEW YORK, May 31. The newspapers regard Germany's reply as temporising and insincere. The "Herald" says:—"Germany proposes to delay, while reserving the right to 'Black Hand' methods. As the United States holds a brief for civilisation, she will not be diverted' from her duty by quibbling."

The Philadelphia "Public Ler 1 says:—"The reply is,a confession of avoidance. Germany must be brought to her .senses:. The.United States, cannot argue when the question involves Americans, who have "been "brutally sacrificed by a Government repudiating law and humanity." The Chicago " Herald " says that the reply not only does not relieve, but, increases, the tension.

The Providence "Journal" says that unless Germany accepts America's demands there is nothing left except to sever diplomatic relations. \
