CONTROL OF HARBOURS.
Expert evidence given before the Blyth Harbour Commission was unanimous to the effect that it was "a miscake to place the harbours under State control, Liverpool and Glasgow having achieved greatness becau.se they were managed by shipowners, merchants .and traders understanding their require- **' ments.
