PEOPLE TERRORISED. (Received February 21, 11.45 a.m.) -■'■*' NEW YORK, February 20. The people, of Hartford, Connecticut, were terrified by the appearance of a "sun dog" (mock sun) of remarkable beauty. A henry snowstorm following the " sun dog " is predicted by the Weather Bureau.
