The "Daily Telegraphs. St. Petersburg correspondent says that the Slav agitation is spreading dangerously. The leaders are convinced that Prince Hohenlohe's mission proved that Austria was afraid of Germany grasped the situation; hence-her new Army Bill. France realised that the position foreshadowed a German-Slav conflict. England alone put a spoke in the wheel of fortune, believing that she was working for peace, whereas she was endeavouring to stem the Slav tide with a broomstick. Montenegro defies Europe because ehe' speaks with the voice of Slavdom. •
