ANGLO-JAPANESE INTENTIONS.
STABLE GOVERNMENT, 'WITH POPULAR APPROVAL,
(Received December 26, 9.40 a.m.) LONDON, December 25. Official circles in London deny that Britain and Japan are co-operating with a view to the maintenance of monarchical government in China. The efforts of Britain and other Powers are directed to assisting China to secure efficient government based on popular approval. Renter's agent at Pekin reports that the Government fears the Conference at Shanghai will fail. Both sides are using the armistice to strengthen' their military positions. It is" stated that the rebels are preparing to march northward via Fukow. Advices from Shanghai state that Yuan &hih Kai'b hesitation to summon a National Convention is based upon a groundless fear of an "AngloJapanese" crusade in support of the dynasty. - . .
