SMALL IMPORT DUTIES.
Received December 16, 8.5 a.m. LONDON, December 15. Lord Robert Cecil, at Blackburn, declared that the imposition of t small import duties was a perfectly legitimate business proposition, which should commend itself to the managers of a country such as Britain.
