Per Press Association—Copyright. LONDON, June 19. Speaking at Middleton, Lancashire, Mr Reginald MeKenna (First Lord of the Admiralty) dwelt on the need for a special effort. Whereas Great Britain had only eight large ships laid down, Germany had ten. For the present, at any rate, the hopes of limiting naval programmes by arrangement had proved groundless. The speech shows that the Government calculates upon three German battleships m the 1909 programme already begun.
