The committee appointed by Mr Hughes^ Governor of New York, to investigate speculation m securities and commodities m New York, has issued a moderates report, declaring that speculation m some form is a necessary incident m the production and co-opera-tion of the country, tending to steady prices of merchants and manufacturers, and practically tantamount to insurance. It .recommends that 'governors of exchanges should be empowered to fix the price of any cornered commodity ; also, that legislation should bb pa,ssed! to prevent pretended purchase or sale of securities for customers, or the selling of a customer's securities for the broker's own benefit.
