Mr Bates telegraphed to-day as follows: Westerly moderate to strong winds; the glass will. rise. At a caucus of Government supporters this morning the Premier said that it had been decided to propose Mr Guinness as Speaker and Mr Wilford as Chairman of Committees. The Premier stated that the business to be submitted to Parliament would include a Loan Bill, the increase of unauthorised expenditure, and the offer of the Dreadnought. Parliament was opened by Commission, m the Legislative Council Chamber, at 11.30 this morning.
