MOHAMEDAN AND HINDU RIVALRY. SMALLPOX. The Calcutta hospital is full of smallpox patients. There have been seventysix deaths in six weeks. PROVINCIAL GOVERNMENTS. The Royal Commission on decentralisation in India reported in favour, of the enhancement of the powers of provincial governments, and suggested that these would ultimately become regular council governments, with a governor and four members, two of these to be appointed as in Madras and !
