Mr Haldane (Secretary of State for War) described in a speech at Brighton the General Staff's system of defence as being as far ahead of recent plans as the motor-car is ahead of the horse carriage. He said that if the colonies adhered to homogeneous . methods the rapid concentration which would then be possible would bo a deterrent to roreign aggression.
