TRIBUTE TO LORD SELBOURNE.
Received February 24 11 p.m. LONDON, February 24, Router's Pretoria representative reports that Dr W. J. Leyds, responding to the toast of his health, proposed by Mr Sm«tz, at a farewell dinner, paid a tribute to Lord Selbourne as one of the most sympathetic Governors South Africa had ever had.
Dr Leyds was State Secretary m the Transvaal m President Kruger's time, and represented the Republic m Europe before and during the war! England had no bitterer enemy than Dr Leyds. He did his utmost to stir up trouble *or us m Europe.
