Received February 24 11 p.m. LONDON, February 24, Router's Pretoria representative reports that Dr W. J. Leyds, responding to the toast of his health, proposed by Mr Sm«tz, at a farewell dinner, paid a tribute to Lord Selbourne as one of the most sympathetic Governors South Africa had ever had.
