The defence was that the ballots were conducted on the StarrBowkett system. A GOVERNOR'S EXPLANATION. MELBOURNE, February 24. The State Governor has furnished Parliament- with his reason for granting Sir Thomas Bent a dissolution. He was convinced that neither the leader of the Labour party: nor."Mr Murray, could form a Ministry of real stability. There was nothing to lead him to think that Mr Murray, rather than Sir Thomas Bent, should appeal to the country, while the debate on the censure motion indicated that, possibly, the House desired a change of Premiership, rather than a change of policy*.
