The French Press is utilising the Kaiser's telegram to Count Rudolin to prove that the Kaiser has friendly inclinations to France, but that he is thwarted by Prince yon Bulow ■ BERLIN, February 22. Severe criticisms are passed at Berlin on the Kaiser for sending Count Radolm a telegram without Prince Bulow's knowledge. . . Prince Bulow," speaking at a banquet yesterday^ said, that he and M. Cambon had settled the Moroccan agreement, implying that Count Rado^ lin had not done so.
